My name is Burton Brink. I’ve been a longtime Arcadia resident since 1967. Many of you know me as a former commissioner and as a retired Sergeant with the Los Angeles County Sheriff’s Department. I remain deeply committed and dedicated to Arcadia’s future.
As a longtime resident, I’ve always been proud of our city. We’re known for safe neighborhoods, excellent schools, beautiful foothill views, and a strong, diverse community — often called the “Chinese Beverly Hills” for good reason. Families move here because they want a high quality of life where kids can play safely and businesses can thrive. But the past year has tested that confidence.
Recent events have left many of us asking tough questions about trust, accountability, and leadership in city government. It’s time to have an honest conversation about where we are and how we move forward together.

The Impact of Recent Events on Public Trust

 

In May 2026, the resignation of former Mayor Eileen Wang following federal charges and her guilty plea to acting as an illegal agent of the People’s Republic of China shook our community. According to the U.S. Department of Justice, she admitted to acting as an illegal agent promoting propaganda through a community news website between 2020 and 2022 without proper registration. She stepped down shortly after the plea agreement became public.
This wasn’t just a personal matter — it struck at the heart of public trust. In a city with such a vibrant Chinese-American population, the scandal raised fears of backlash and division while highlighting the need for the highest ethical standards among elected officials. Residents deserve to know that their leaders are fully committed to serving Arcadia first.

The episode has prompted important questions:

 

How can we strengthen vetting and oversight processes?

What safeguards ensure transparency from the start?

Council Dynamics and the Need for Focus. The fallout extended beyond one individual.

 

The City Council has faced visible challenges: internal conflicts, attempts at censure, a recall effort against Councilmember David Fu, delays in filling the District 3 vacancy after Wang’s resignation, and perceptions that too much energy is spent on personal or political battles rather than city business. Meetings have sometimes felt more like arenas for infighting than forums for solving problems. Residents have voiced frustration about closed-door discussions on important issues and slow progress on appointments. This dysfunction distracts from what matters most: delivering core services efficiently and transparently.

 

Effective governance requires civility, collaboration, and a laser focus on residents’ priorities. When council members spend excessive time on internal drama, it erodes confidence and wastes taxpayer resources. We need leaders who prioritize open communication, respect differing views, and put Arcadia’s needs above personal agendas.Other Pressing Challenges Facing Our CityThe recent turmoil has amplified longer-standing concerns:

 

  • Fiscal Responsibility: Recent budgets have reportedly relied on drawing down reserves to stay balanced. In an uncertain economic climate, we must practice prudent long-term planning, protect our financial reserves for true emergencies, and provide clear, accessible financial reporting so residents understand where their tax dollars go.
  • Public Safety and Homelessness: Arcadia has historically been a safe, family-oriented community. Many residents remain concerned about homelessness-related issues — crime, drugs, loitering, and impacts on neighborhoods and property values. While statewide homelessness numbers have seen some declines, local perceptions and experiences matter. We should support our dedicated Police Department while pursuing balanced, effective strategies: compassionate outreach combined with accountability to keep streets clean and safe for everyone.
  • Smart Growth and Quality of Life: As development pressures continue, Sacramento’s unreasonable regulations are forcing over-building of mixed-use projects around our public transit station. These mandates often ignore our local infrastructure capacity, existing traffic congestion, and what truly fits Arcadia’s character and environment. Local cities should not have Sacramento politicians dictating one-size-fits-all rules that strain our roads, schools, and services. We need balanced development that preserves what makes our city special, manages traffic and infrastructure strain, and avoids overburdening our community.
  • Emergency Preparedness: As a foothill community, we face ongoing wildfire risks. Continued investment in training, coordination, and resident education remains critical.

A Path Forward: Principles That Should Guide Us

 

Arcadia’s strength has always come from its people. To move past this period of turmoil, we should demand leadership guided by a few core principles:

  • Integrity and Transparency — Full disclosure, open meetings where possible, and ethical conduct that earns public confidence.
  • Fiscal Stewardship — Responsible budgeting that protects reserves and delivers value.
  • Resident-Focused Public Safety — Strong policing paired with practical solutions to homelessness and nuisance issues.
  • Local Control — Pushing back against Sacramento mandates that ignore local needs, infrastructure realities, and community character.
  • Genuine Engagement — Regular, meaningful opportunities for residents to provide input before decisions are made.
  • Civility and Focus — Council members working together on behalf of the city, not against each other.

With the November 2026 municipal election approaching for several districts, this is a natural moment for reflection. All of us — residents, business owners, and officials — have a role in holding government accountable and participating actively. Attend council meetings (held on the first and third Tuesdays), review agendas online, and make your voice heard.

 

Arcadia Deserves Better — And We Can Achieve It

 

Despite the challenges of the past year, I remain optimistic about our city’s future.

 

Arcadia has resilient residents, strong institutions, and a foundation many cities would envy. By learning from recent events, recommitting to transparency and integrity, and refocusing on the issues that directly affect daily life, we can restore trust and build an even stronger community.

I encourage fellow residents to stay engaged and prioritize solutions over division. Our city is worth it. Let’s work together to ensure Arcadia continues to be a place we’re all proud to call home.
